Fear’s normal crit is quite good but fear doesn't do normal damage so, no normal & fantastic crit. Now, the damage is orange from white skill, so BD mod makes sense, so The First Mod should be BD Mod, fear gains stack of dread instead of Basic attack, so faster the attack speed more dreads, so give attack speed boost for more dreads.
Now, because of low armor, you have to keep him survive so that he can save allies from crits plus his armor is on the lower side, so the Second & Third Mod should be HP Mod with Armor & Reality Mod Upgrade Piece.
Now, you can get a good amount of protection as fear also gets armor from red skill, so use the 4th slot of the mod to have good damage, therefore Fourth Mod should be Skill Power mod with green skill mod upgrade.
