Pooh can crush his enemies with his white when there are enough Honey stacks. Now, make sure you never run pooh against toons who are immune to honey stacks like QOH, also who can clear the stacks like Maximus, rapunzel, etc.
Pooh can slow the enemies like hell with stacks, but for that, you need to keep him alive as long as possible, so pair him up with Meg & make sure he will be at the front or pair him with slinky, basically you need to find a way to keep him alive.
The interesting thing is he will apply honey stack while stunned or frozen with Green Skill
In order to apply stacks faster, you need to improve his attack speed for sure, also you can try to pair him with toons like Animal. So, yeah First Mod should be attack speed mod upgrade, ( more the attack speed better he will be )
Pooh is frontline hero, so you need to save him from attacks, so yeah Second & Third Mod should be HP Mod, now see he get armor from red skill & also goofy disc ( I found goofy disc better as it heals the allies also ), so go with Reality Upgrade on both HP mod
Now, if you are using a goofy disc, Fourth Mod should be a Skill power mod with a Green skill upgrade, so that healing will be increased for allies also.

Faster Pooh ( pair with animal meg or slinky ) - only do if you have enough resources.
