the last comms from NAC suggested that work on the Millport Flood Prevention Scheme would start in "summer 2022" and I guess that officially summer ends on the 21st September, hence I guess technically it could still happen.
However I understand that tenders for the work are currently being evaluated, so that means a contractor hasn't been selected, and I doubt that any contractor would be ready to start work on the day of the contract being signed.
I think the benches and plaques have a good few weeks left.
