Club Victoria has filed a statement alleging that Tabcorp offered $20 million in incentives to not pursue Victoria's gaming licensing structure as well as participate in the bidding process for gaming licenses. The allegations have emerged in a dispute between Club Victoria and its former chairman Leon Wiggard. The deal appears to have been detailed in a copy of an email sent between Tabcorp management and Wiggard in March.

The Australian Securities and Investment Commission, as well as the Australian Commission on Competition and Consumer Affairs, are investigating the complaint.
