It can be nice to have emergency supplies on hand. And this is one example, mentioned in my "Household Faraday" Emergency kit box.
If cell towers went out how would you communicate? What about if the internet went down during a major emergency?
It's good to think these things out, stay prepared. Hopefully, you never need such an emergency kit.
Added: You can listen (RX) to frequencies legally (in USA at least, check into local regulations) without license. Make sure to look into your countries regulations before attempting to use transmit on any radio.
More recently sold UV-5R Baofengs come with certain frequencies 'locked' by default (tx).
