Before open boarding was enacted in 2000, customers were only allowed to enter the casino for the first 45 minutes of a two-hour cruise. Therefore, operating two casinos allowed customers to board one casino for 45 minutes every hour. With the establishment of open boarding, operating two separate casinos no longer provides additional convenience for guests, as they can enter the casinos at any time.
